The provide of public knowledge via its externalization as public content in the languages of the world on the internet and social media offers an unprecedented enabler for the other modes of knowledge conversion.

Therefore, such externalization is urgent. Important contributors to it include local governments, librarians, schools, teachers, the free professions and ngo's.

To support all conversions various tools and training are needed.

  • Combination is a key challenge for persons accessing the externalized knowledge. It is helped by providing new content with hashtags that are indicative of the area of application of the knowledge. Tags based upon the ISIC and COFOG classifications and ISO country codes and #WWlgu hashtags offer a first set of tags that support the grouping of content around livelihood topics.
  • For the user it must become as easy as possible to engage with new knowledge and apply it in his or her livelihood or initiative (internalization).
  • The use of #tagcoding hashtags on social media supports open question and answer streams and other forms of socialization among peers, and between instructors and learners, across time and space.
